State and Federal Legislation
State and Federal lawsrequire participation in statewide assessments. The federal No Child Left Behind(NCLB) Act requires all statesreceiving Title I money to administer annual assessments in reading andmathematics in grade 3-8 and once in grades 10-12. These assessments must bealigned with challenging academic content standards.
Beginning in the 2006-07 school year, states must additionally administerscience assessments (also aligned with academic content standards) at leastonce in grades 3-5, grades 6-9, and grades 10-12.
States must also ensure that districts administer tests of Englishproficiency that measure oral language, reading, and writing skills in Englishto all limited english proficienty (LEP) students.
NCLB also requires states to participate in bienniall National Assessmentof Education Progress (NAEP) assessments in reading and mathematics for fourthand eighth graders. Any school in a district that receives Title I money mustparticipate if selected. In addition, Ohio House Bill 95 requires participationof Ohio schools in any NAEPO administration for which they are selected.
Our District
The Berea City SchoolDistrict participates in the Ohio Department of Education's statewide testingprogram. In addition, we conduct a standardized, nationally-normedachievement/ability test for second grade, Iowa Test of Basic Skills (ITBS)& cognitive Abilities Test (CogAT). The ITBS & CogAT tests are approvedidentification/screening instruments for gifted identification in Ohio.
Our district alsoutilizes Measures of Academic Progress (MAP) in grades 3-10 for the purpose ofmeasuring growth to inform teacher and learning.
The Dynamic Indicatorsof Basic Early Literacy Skills (DIBELS) is used in our elementary schools forthe purpose of measuring early literacy development. specific information aboutDIBELS may be found at http://dibels.uoregon.edu.
